Despite significant military setbacks and mounting economic challenges, Putin has not changed his demands. Putin is not interested only in territory. He is interested in the destruction of Ukraine as a sovereign state. The United States should reject any peace agreement that undermines the key principle that Ukraine is a sovereign state. The moment we accept that Putin is only demanding negotiation on territorial boundaries and lose sight of the implications on Ukrainian sovereignty, we lose.
