Russian President Vladimir Putin hailed Russia’s “liberation” of Mariupol on April 21. Defence Minister Sergei Shoigu told Putin Moscow controlled all of the Ukrainian port city except the Azovstal steel plant. Shoigu said 2,000 Ukrainian soldiers remain holed up inside Azovstal which Kyiv calls the last pocket of resistance in Mariupol.
