China’s Coast Guard stopped a Philippine Coast Guard small boat near Second Thomas Shoal. Chinese sailors attempted to puncture the inflatable hull of the supply boat with diver knives. Chinese sailors attacked a crew member with a fire axe chopping off his right thumb. Chinese sailors stole supplies from the small boat as the crew was being attacked.Piracy: (noun) the practice of attacking and robbing ships at sea.U.S. – Philippine Mutual Defense Treaty requires the U.S. to inform the United Nations Security Counsel. It does not require or mention a military obligation or action.
