When APRA were asked to look for ways to find a war-winning strategy for the US in Vietnam their JASON think tank came up with an electronic fence. That may not sound like much but it would go on to define the electronic battle field of today and bring about the technologies that we all rely on with the internet. It would also create the ability for mass surveillance of entire populations using sensor technology created in the 1960s.
