Eight years had passed since the Cuban Missile Crisis nearly ignited a nuclear war when a new report landed on President Richard Nixon’s desk.American spy planes over Cuba had spotted mysterious activity along the bay of Cienfuegos, just miles away from Florida’s shoreline. Submarine nets and anti-aircraft batteries suddenly materialized in the area; Nixon knew what this meant, but refused to tell the public. He knew the truth could send America into mayhem. The Soviets were about to unleash a weapon that could fool America’s strongest defenses, travel hundreds of miles without being seen. One that could wipe an entire city off the map.
