According to the papers, US officials estimated that there were over 90 special forces personnel from NATO states in Ukraine. The leak does not specify their activities or location. The leaked intelligence also claims Serbia – the only country in Europe that has refused to sanction Russia for the war – agreed to supply arms to Kyiv.
