Is China’s new military facility in Laos really its third overseas base—and did Laos’s debt to Beijing help make it happen?

China calls the facility at Ban Keun a joint support and training center. Satellite imagery shows a substantial airfield under construction. But a runway alone doesn’t tell us what aircraft will operate there, who will control access, or whether Chinese combat forces will stay.

In this video, I explain what we know, compare the Laos facility with China’s base in Djibouti, Cambodia’s Ream Naval Base, and its South China Sea outposts, and examine what Beijing gains from expanding its military presence abroad.

We also look at the debt question. China’s financial leverage over Laos is real, but the public evidence doesn’t establish a debt-for-base deal.

The bigger story is access, logistics, training, and influence. A military facility can be strategically useful long before a fighter squadron shows up.
