The Navy’s $200 Billion Shipyard Problem

In 2018, the Navy estimated it would take $21 billion and 20 years to modernize its four public shipyards. Now, plans could exceed $200 billion, with projects stretching beyond 2080.

These yards handle much of the heavy maintenance that keeps America’s nuclear-powered submarines and aircraft carriers operational. Modernizing them means rebuilding critical facilities while they’re still repairing warships…and preparing for a future fleet with even greater maintenance demands.

A Government Accountability Office report details rising costs, aging infrastructure, and gaps in the information Congress receives about the program’s progress and risks. We break down how the Navy’s Shipyard Infrastructure Optimization Program became a multigenerational undertaking, and what that means for a fleet already stretched thin.
