A viewer sent me this New York Times article on corruption in Ukrainian military procurement and asked me: “Don’t we do the same thing?”
Not really. Corruption usually falls into one of four categories:
Corruption, Fraud, Waste, Mismanagement.
Corruption is the abuse of entrusted power for private benefit. An official takes a bribe, steers a contract to a friend, or trades an award for a future job.
Fraud is a deliberate lie to obtain money. A company hides cost data, fakes a test result or submits a false invoice.
Waste can be perfectly legal. One might say the Littoral Combat Ship or the M-10 Booker assault gun was waste… but it would not have been had the state of the world fit the criteria for those systems.
