A drone struck a former Ukrtelecom building in Russian-occupied Luhansk overnight on October 21. The facility currently houses Lugacom, a telecommunications operator controlled by the Russian occupation authorities, and the so-called Center for Telecommunications Services, according to the Russian media outlet Astra. Following the attack, reports of explosions began circulating in local messaging groups. Representatives of the Russian-installed occupation administration have not commented on the incident. According to the monitoring Telegram channel Exilenova+, Lugacom provides mobile communications, internet access and data transmission services in the Russian-occupied parts of Luhansk Region. Footage of the overnight attack on the building has circulated online, with additional video showing the aftermath of the strike. The footage appears to capture an FP-2 strike drone operated by Ukraine’s Defense Forces, apparently recording the attack on the facility. In a separate incident on September 24, drones reportedly struck a shopping center in occupied Luhansk, triggering a large-scale fire. Astra reported that the strike set fire to Stroytsentr, a hypermarket specializing in construction materials. Before 2014, the Epitsentr shopping center occupied the same site. Fires and reported strikes at other locations were also noted.
