Because just several weeks, several months ago, there have been lots of speculations about possible full-scale or even limited mobilization and conscription in Russia. But today we don't have any kind of credible reports about full-scale mobilization. According to President Zelensky, Putin has mobilized another 10,000 people and another 8,000 to 10,000 North Korean troops, but not a full-scale mobilization. Is it a sign that Putin is betting on an air campaign against civilians but not at major breakthrough on the ground?
