After eight years of development and billions of dollars invested, the US Navy is cancelling its Constellation-class frigate program — an effort that was meant to produce potentially as many as 58 warships in the coming decades. This troubled program is over budget, behind schedule, and a prime example of scope creep in Defense acquisitions… But canceling it still puts the US Navy in a difficult position.
